During the Permian there were no birds, Pterosaurs, wasps, parisitoids, or flies. As a result dragonfly progenitors must have been dominent in the air. It is my contention that this dominence accounts for the large phosphate deposits from that period. You may see a developement of this concept at; [www.angelfire.com]
