What are these creatures?

We have an outside door and window on our work building that is literally covered with these fat, furry creatures which seem to be laying eggs in webs in which they sit. I have not seen them move from the web, but they do twitch on the web if you lightly blow on them. They look a bit waspy, a bit mothy and a bit spidery.

They're wingless moths. These are females. I'm not sure on what species but quite a few species produce wingless females.
